On October 15, 2026, Dr. Rebecca Neusteter, gave a talk at The Consultation Center and the Division of Prevention and Community Research, Yale Department of Psychiatry on her recently released book “911, What’s Your Emergency?: The Promise and Peril of Crisis Response.” Dr. Neusteter is a nationally renowned expert in the 911 emergency response system and a leader in the emerging field of alternative, non-police response to 911 emergencies. Dr. Neusteter’s talk described the history and legacy of the 911 system and promising alternatives for 911 community response that have emerged in recent years, including Elm City COMPASS. A criminologist and public policy scholar, Dr. Neusteter is the Executive Director of the University of Chicago Health Lab, one of the five Urban Labs at the University of Chicago. Previously she founded and led the policing program at the Vera Institute of Justice; served as Director of Research, Policy, and Planning for the New York Police Department; and was the Director of Criminal Justice at the Laura and John Arnold Foundation.
